Preheat your oven to 375°F (190°C).
In a large pot, bring water to a boil and add the sliced potatoes. Boil for 5-7 minutes until they are just tender. Drain and set aside.
Make the Cream Mixture:

In a greased baking dish, arrange a layer of the boiled potato slices.

Cover the baking dish with aluminum foil and bake in the preheated oven for 30 minutes.
Remove the foil and bake for an additional 10-15 minutes until the top is golden and bubbly.
Serve:
Remove from the oven and let it cool for a few minutes.
Top with dollops of sour cream, and sprinkle with paprika, fresh chives, and parsley.
